1. Topping the list would be Det. Elmer Baylor of MPDC, for his ragey and unwarranted behavior at the mass snowball fight at 14th and U Streets. Pulling a gun at a snowball fight indicates that this guy forgot or never learned about “escalating the situation” at cop school. Hard to see how he isn’t a public menace.
